Dave: The BBC Trust has said there will be no smaller BBC regions, ITV did have an "ITV Local" service that covered Brighton, but this was online back in 2005 - News Releases | ITV plc and closed a few years later.

There might be local TV in the future on Freeview - Local television | ukfree.tv - independent free digital TV advice - there is a consultation - Framework for Local TV Consultation - on it at the moment as it one of Jeremy Hunt's priorities.

karl: Yes, you can pay Sky or Virgin for a subscription to watch the channel on satellite/cable.
