MikeP: As I recall, Channel 4 was *distributed* as 10Mbps motion-JPEG to the terrestrial broadcast points before the launch of DVB-T in 2008. But it was, of course, converted to "625 line" PAL for broadcast.
And PAL did have two digital components: Teletext and NICAM (sound).

Mike Davison: To be technically accurate, Sky was part of the British Digital Broadcasting bid for what became ONdigital.
It was the regulator that required them to remove their membership.
Sky were keen to have a "finger in both pies" at the time.

The last mention of subtitles by the ASA is in their Annual 2004 Report http://www.asa.org.uk/~/m…ashx

Peter: Why would that be? BBC FOUR has never shown a Wimbledon match (as it's not usually transmitting), and it's not really CBeebies target audience either...?

David Western: Because, according to all research, typical viewers are not yet educated.
There's going to be another mass hand-over of TV frequencies to mobile broadband in 2019, and this requires TV viewers to have upgraded their Freeview equipment by 2018.

DougA: In addition to Dave Lindsay's comments, the Crown dependencies legal separation from the rest of the United Kingdom makes it uneconomic to provide certain "free" services to the Island.
