Has some-one here been watching too much Doctor Who? - these changes too place earlier this year, The clue is in that
"ITV is making technical changes at the Ridge Hill and Oxford transmitter groups on 2 February 2015."
Perhaps this means that ukfree.tv will notice what channel No the Oxford Local Mux is on eventually too!

The D3&4 mux on C60 is the most sensitive to 4G interference -
To check for possible 4G interference see at800 | 4G & Freeview | 4G Disruption | 4G Filters | at 800 MHz
but it is also the highest frequency which tends to suffer attenuation from aerial condition, leaves on trees, moisture in downlead etc...

The Launch date for the Local Oxford MUX cannot be correct, surely 22nd December is in the Christmas freeze?
Also it is now more likely the MUX will launch on C29 not C51, and have a less restricted radiation pattern, larger potential viewing area if aerials pointing correct direction, but they will lose others without wideband, but guess going for same region as COM8 shown above?
