It would be better to contact That's Oxford directly, there is a link to their website above.
This website is not connected to any broadcaster and is entirely independent of them all.

To use your Sky box in another room you will need to have at least one extra cable from the existing dish into that room. If the current LNB mounted on the dish has a spare output that could be used. If it does not have a spare output then a different LNB will be required to provide the additional outlets. You do not need Sky to do anything, but a local aerial contractor would be needed to install the extra cable and possibly change the LNB.
It does not work by magic, nor wireless.

Try contacting Pick directly using the website link provided above. They are the ones who decide what and when to broadcast. This website is independent of any broadcasters and is intended mainly to assist with reception questions.

If you and your affected neighbours live in a communal block with a shared communal aerial, then yuou should contact the organisation responsible for maintaining the flats as it could well be that the communal aerial system has developed a fault that only they can have rectified.

The red light you see is an aircraft navigation aid, it is not intended for any other purpose. That it appears dim from ground level is irrelevant as long as the visibility of the beacon is sufficient for pilots to see it relatively easily.
Further, any concerns of this nature about transmitters should be addressed to the transmitter operator, in many instances that is Arqiva, http://www.arqiva.com/con…us/.

Please read the reply from MikeB shown above your latest response. It is perfectly possible for an aerial or aerial lead problem to affect some services but not others. A poor connection can be 'frequency sensitive' so affect just some services whilst others are still good.
So please check the whole aerial system as suggested.

First thing to do is check with your immediate neighbours who are also usoing the same communal aerial system to see if they are also having the same kind of problems, but make sure they are not using Sky or Freesat.
Further advice depends on your feedback.

For anyone contributing to this website to have any chance to assist, you need to give an idea of where you live by giving a post code or that of a nearby public building, shop, post office, etc. From that information, we could look up which transmitter is best for you and to see if there are any engineering works, technical issues or localised recep[tion problems.

I understand that it is broadcast on an HD mulitplex, so you will need a DVB-T2 equipped TV or box. If your equipment is 'HD Ready' it is unlikely to have such a tuner fitted. That can be overcome by using an external box that does have a DVB-T2 tuner fitted.
