Do you know if this is true or if there is a method for getting a transmitter up

It's not possible to switchover to digital early for a couple of reasons:
- whole TV transmitter regions need to be switched together;
- there is a tight schedule to replace the equipment at each transmitter;
- the allocated frequencies for the three digital multiplexes are used in the region for other analogue relay transmitters.
