Reading between the lines it seams to only be on satellite.
Freeserve will still have no HD local programs.

Mark A: That article is incorrect in stating that anything will be launching on satellite or cable on 21st October. The source for this incorrect date is scheduling information which has appeared on the BBC online schedule pages, which the BBC have confirmed erroneously list HD regions beginning from that date, so don't expect to see any regions launch in HD on any platform this month. The BBC have already announced that BBC One HD regions will be coming to Freeview, cable and satellite by the end of next year.

Mark A:
There are several misleading articles that have been published based on the same erroneous information.
Lazy "journalists" (if you can really call them that) not bothering to check with an official source for a quote.
I'm really surprised that Briantist 's system (using "Clipped") has picked this one up!
