For three years, despit contacting the freeviw authority by web and phone , we have severely limited free to air reception. E.g. no dave or drama.
We also get repeated no signal messages on bbc 1 or 2
How do we fix this?

Peter: I'm not sure who you contacted as there isn't a single Freeview authority, there are in fact various different organisations involved in operating TV services under the Freeview banner (i.e. transmitter company, multiplex operators, broadcasters, Digital UK, etc). Marlborough is a lite transmitter which only covers around 4,000 homes which isn't enough potential audience for commercial broadcasters to be interested in making channels suc as Dave or Drama available. Getting no signal messages would indicate that you have a fault somewhere - it could be as simple as a loose connection behind your TV or could be something more serious such as your aerial becoming damaged or corroded and letting rain water in to the cable etc.
If you provide a full postcode we can check whether you might be able to get more channels by pointing your aerial at another transmitter, otherwise you could look at getting Freesat which would give you most of the same channels available on Freeview, but via Free To Air satellite which does not require a subscription.

The Marlborough transmitter is a Freeview "Light" transmitter which means it is an "in-fill" "Public Service Broadcast" transmitter for those parts of Marlborough that can't get reliable signals from the main Mendip transmitter of which it is a relay, or any other nearby main transmitter.
The "commercial" operators that run multiplexes that have channels such as Dave & Drama, do not consider it commercially viable to provide the extra transmitter equipment for such multiplexes when the potential number of viewers it would serve is very small.
As you haven't given a full postcode, we can't help or advise on your reception from Marlborough which may be due to your location or possibly the current Planned Engineering at Mendip which might affect this relay.
How old is your aerial installation? Have you looked at your aerial - does it look intact and still pointing the correct way? Is the downlead secure and not flapping in the wind?
If you provide a full postcode we should be able to advise the correct direction for your aerial for the best signals from Marlborough or another transmitter.
