I have seen the argument that it is not financially viable to upgrade us, but where is the need when we pay the full amount regardless of service provided.

Why do we receive so few channels from this transmitter, with no plans to upgrade our service, when people living 3 miles away can get upto 100 channels and only have the same equipement as us and pay the same license fee. If I rotate my aerial to cover Southern Ireland over 60 miles away I can get many more great if I understood gaelic, but am limited to 15 or so from the mast 300 yards up my road, a few of which are duplicate channels.
