Five do carry subtitles on the majority of their output, but they are not required by Ofcom to provide them on all programmes.
If you upgrade to Freeview, channels such as Film4 do carry subtitles on all their output.

TCM UkK assured me 4 years ago they were working to privide subtitles for partially hearing and deaf viewers. Each year I have asked, being a film channel that plays films that are old it really is a loss as they did used to. How would I find out if their viewing percentage means an ofcom complaint.

Jo Bryan: Hi, Jo. The next Audience Research statistics are not published until August this year by an organisation called RAJAR. This organisation might be able to give you some idea of the popularity of TCM, bearing in mind it is a subscription channel these days, which viewers have to pay out for. Once you have found out the viewing figures, then, Yes, you could complain to Ofcom, however I would not be holding my breath for a positive response from them! Sorry, Richard.
