The red light you see is an aircraft navigation aid, it is not intended for any other purpose. That it appears dim from ground level is irrelevant as long as the visibility of the beacon is sufficient for pilots to see it relatively easily.
Further, any concerns of this nature about transmitters should be addressed to the transmitter operator, in many instances that is Arqiva, http://www.arqiva.com/con…us/.

Paul Needs: There are no plans, but it is unclear at this stage if BBC4 HD will move onto PSB3 when BBC 3 HD closes shortly.

The Kilvey Hill (Swansea, Wales) mast is not one of the extended Freeview HD (COM7 and COM8) transmitters, and the limited HD channels reduced last week by BBC 3 dropping.
What plans are there for Kilvey becoming an extended Freeview transmitter ?

Update: The aircraft navigation lights on the Kilvey Hill Transmitter were recently upgraded and that explains why the red lights appear brighter.
