ITV3 is a commercial channel and they decide whether to provide a service to a particular area largely based upon their ability to make a profit from such provision. Darley Dale, though a very delightful area, is not particular heavily populated and so they may have decided there is not enough advantage for them to transmit ITV3 to the area from a 'Freeview Lite' transmitter like that at Darley Dale. Whether there will be any such service in the future is entirely up to ITV.
