You would be best fitting a log-periodic aerial externally. They cover all the current and known future transmissions so will not need any further change.
To assist you with whether you can actually get reliable reception from either transmitter we would need a full post code, Peacehaven is not specific enough to determine what the reception conditions are like at your location.

The Guildford transmitter is not on the Hogs Back but near to Guildford Cathedral. The aerial masts you see on the Hogs Back are for non-TV communications. Have a look at the 'Freeview Map' link below your post: Freeview reception at GU73 PT.
The Guildford transmitter uses vertical polarisation. From the listing available, Guildford does not carry That's Surrey but Crystal Palace does. How well you can receive those signals is uncertain. You would need a different aerial with the rods horizontal and aimed at 54 degrees East, the transmitter is some 45 km away so a high gain aerial would be needed. If you mean when will it get COM7 and COM8, the answer is never as those mulitplexes are temporary ones offered only by 30 main transmitters and covering about 70% of the population. The plan is that the channels carried by those multiplexes will be included within the arrangements for when the adjustments to accommodate the loss of the 700MHz band, expected between now and the end of 2019. No definitive dates have been given as yet.

The announcement of engineering works is always given after the fact, so it was likely to be being done when you posted. The work done often involves either reducing the power output or switching the transmitter off completely, for the safety and well being of the engineers doing the work.
Engineering work is not a euphemism for a breakdown at all, it a conventional way of reporting that engineers are carrying out work at the site, sone of which involves attention to the electronics of the transmitter or to the physical structure of the aerials on the mast. As that is an area of high electromagnetic radiation, they may turn the transmitter off for health and safety reasons.

The aerial needed for Crystal Palace reception now and after the 700MHz changes is either a Group A, or a Group K or a Wideband (W). Any of these is suitable now and will be suitable after the changes. As people using Crystal Palace will already have one of these types of aerial, there will be no need for them to change, unless the existing aerial develops a fault.

Assuming you are meaning that those are Freeview channels (and not Sky or Freesat), then that rather sounds like a fault in the set. But first, check all the aerial cables at the back of the TV set to ensure there are no damaged sections and that all the connections are in good condition (unplugging and plugging back in often helps).
Then check, on your TV, the reported signal strengths of the channels experiencing the problem, your TV User Manual will tell you how to do that. The reported strengths should be between 50% and 85% for the SD channels and between 60% and 85% for the HD channels. If they are lower than that then you need to investigate why, but as you have not given a full post code, we have no means of checking what reception conditions are at your location. If the strengths are greater than 85% then you have too much signal and that is causing the problem. To reduce the signal strength you can fit an attenuator or turn down the gain of any amplifier fitted in the aerial system.
If none of that applies after checking, then you need an engineer to look at the TV and aerial system.

To answer your query you need to provide a full post code, just saying 'Teignmouth' is not sufficiently accurate to determine which of the possible transmitters you should be using.
There are no reported problems at the Teignmouth Freeview Light transmitter.
