Even if there were no BBC there would still be a legal requirement to pay for a TV receiving licence! Even if you use a computer to watch or only ever view 'catch up'services you still need the licence. Only part of the funds raised equate to the sum paid by Government to the BBC. All the money collected initially goes into the Treasury 'pot' and then the Government doles out what it deems they want to pay to various organisations, such as DfID, MoD, Home Office, DEFRA and eventually the BBC.

Using a former Sky receiver without a subscription gives you the 'free to air' channels that are nothing to do with Sky. (The fsfs option is a marketing ploy.)
By leaving the 'old' card in the box will ensure you get your 'local' regional services where available and you ccan watch all of the non-subscription programmes. Further, if your box is a recorder then you will not be able to record anything nor watch any existing recordings, Sky disable that facility.
The channels available are similar to that provided by Freesat, see Freesat Channels - Free Satellite TV, HD and Radio Channels for their listing - but there are a few differences.
So you lose all the subscription channels but retain the free ones that are set up to be receivable by a Sky box - and Sky control what that list is.
Many find it better to buy a decent (such as Humax) Freesat PVR for around 200 for a 1 TB box that will record a huge amount for a 'one off' purchase.

Freesat, as its name implies, is a satellite based service that is free to use. It has a great many channels that may be of interest, just not some of the subscription channels offered by Sky. See Freesat Channels - Free Satellite TV, HD and Radio Channels for a listing of the Freesat channels.
If you TV can get Freesat, why do you need Sky for an expensive subscription? Sky and Freesat use the same dish and LNB combination so you are able to receive either.
It does rather sound as if the Sky box has a problem.

the law was changed last year, I think, so that ANY viewing whether live or catch-up on any device, even a smart phone, requires a Broadcast Receiving Licence.
Please check you fact first. I am absolutely certain of my statement having worked in the TV industry for over 50 years and been a Special Constable too.

It is possible that you have an intermittent fault in your aerial cable somewhere. Such a problem often causes lost of just one channel, but sometimes other are affected to some degree. It is worth carefull checking the whole cable fro aerial to TV and making sure it is in perfect condition and that all connections are good and sound.

To be able to offer any meaningful response or advice we need a full post code.
There are many possibilities. It would be wise to check all your equipment and all the aerial connections. If all appears perfect, then try manual tuning just that service. Note that That's Oxford is transmitted on the lower power LOX multiplex on channel 51 (713 MHz).

The onl;y work listed for Mendip is related to the DAB services only. So you may have a poor connection in the cables between the aerial and your equipment.

There are many possibilities.
You should first check that the previous occupant actually had satellite TV services. The presence of a dish and LNB and cables does not mean they are working! You should then check that all of the satellite signal cables and connectors are properly installed and that none of the 'F' connectors for the satellite signals has been damaged or has any short circuits.
The Freeview 'test' is irrelevant as it uses a totally different feed system, from and aerial and not a dish, so has told you only that you can view Freeview.
